The staff of Department for Realization of the National Preventive Mechanism of the Secretariat of the Commissioner Anastasia Klug, together with the regional coordinator interaction with the public Ombudsman in the Transcarpathian region Oleg Grigoryev have performed a monitoring visit to the branch Vilshany Children Orphanage "Parasolka" (Youth Department) without any notice, which is located in the town of Tyachiv.

The institution is designed for 25 places, and during the visit there were 22 people aged 18 years old, besides that more than 85% of pupils were the representatives of the Roma national minority.

First of all, the monitoring agents noted that the management of the institution had shown maximum openness in conducting inspection of the premises and providing information, ensuring free communication with the clients.

The monitoring group also paid attention to the healthy psychological climate in the institution. The wards are open for communication, come into contact with ease, tell about their successes, achievements and desires. The residents are neat, dressed in accordance with the season. All the rooms are cozy, clean and filled with toys. The linen is changed once a week.

The monitoring agents reported that due to the benefactors from Switzerland and representatives of the Charitable Organization "Medical Aid Committee  in Transcarpathia" having the wardship of the institution, the property complex was renovated with the outbuildings, play grounds, necessary equipment and furniture for the bedrooms.

In the institution the children are provided with high quality and balanced 5 meals a day, the diet which includes meat and fish, dairy products, seasonal fruit.

The members of the monitoring group are convinced that the individual approach is applied as to each ward in the institution, and the staff of the orphanage  looks for new innovative approaches for the pupils to be able to get back into society and to arrange their life. Programs are developed on the wards' adaptation into society, various seminars and workshops are carried out by the specialists from Ukraine and Switzerland. The institution has its own carpenter's workshop, loom, workshop for working with fibre.

"We are incredibly pleased with the seen. It is the only institution in Transcarpathia, in which people unable to take care of themselves adapt to life and stimulate their own development and self-fulfillment. This, in turn, will partially solve the problem on stigmatization of people with disabilities and make them an active part in the society", – Oleg Grigoryev said.

According to monitoring agents, the "Parasolka" is a wonderful example of how orphanage institutions should look like.
